The Ministry of Education, as the agency implementing the master plan under the National Strategy, focuses on three areas: Development and Strengthening Human Resource Capacity. The goal is to develop Thais as good, capable, and qualified individuals, ready for life in the 21st century. Learning processes are reformed to respond to changes in the 21st century. Technology and experiential learning are incorporated into teaching and learning. Modern teachers are able to design and organize knowledge creation, foster discipline, stimulate, and inspire. They broaden the perspectives of both students and teachers through more expressive teaching methods, coupled with academic principles. The Ministry focuses on developing and enhancing human resource capacity. The key development goal is to develop people in all dimensions and at all ages to be good, capable, and qualified individuals. Thais are prepared physically, mentally, and intellectually, with well-rounded development and good health at all ages. They are public-minded, responsible for society and others, frugal, compassionate, disciplined, morally upholding, and are good citizens of the nation. They possess sound thinking and possess essential 21st-century skills. Furthermore, the national education reform plan, reforming the learning process, and developing the potential of Thais of all ages are urgent policies to prepare Thais for the 21st century. Under the master plan and other related national strategies, the role of teachers is transformed into that of learning facilitators. Supporting, stimulating, and inspiring students, they guide learning methods and organize knowledge creation by designing activities and creating learning innovations for students. They also play a role as researchers in developing learning processes for achievement, organizing learning activities in educational institutions to meet international standards, enabling them to adapt, communicate, and collaborate effectively with others. This will contribute to a higher national educational competitiveness. The expectation is that learners of all ages will achieve international standards, possess essential 21st-century skills, be able to problem-solve, adapt, communicate, and collaborate effectively with others, and develop a lifelong learning habit.
Currently, agencies under the Ministry of Education have developed learning platforms for each agency, as well as a large number of appropriate learning media for each agency. For example, the Office of the Basic Education Commission has developed the OBEC Content Center (https://contentcenter.obec.go.th/) with over 25,000 basic education learning media. The Office of the Vocational Education Commission has developed an ICT media library (https://ictinn21.vec.go.th/main) containing over 2,200 vocational learning media for both the Vocational Certificate and Higher Vocational Certificate levels, as well as short-term courses, for teachers, students, and the general public. Access learning materials easily without having to remember websites and passwords.
As a member of multiple systems, the Information and Communication Technology Center, Office of the Permanent Secretary, Ministry of Education, has implemented a project to develop the Ministry of Education's Learning Media Center system. This system will serve as a resource for collecting and integrating the Ministry of Education's learning resources for teachers, students, and interested members of the public.
